Is it just me or does it just seem easier to snow in Tulsa than Raleigh despite being roughly the same latitude ?
Chicago, IL and Rome Italy are the same latitude. They are vastly different. Geography is the reason for the difference between Tulsa and Raleigh, their relative locations and distances from mountains/oceans play a huge role.

Rome is close to a lot of water though. Raleigh is pretty far inland.
 
Ah yes, Atlanta to Athens heartbreaks are nothing new.

Georgia Weather History for January 6th​

In 1996, a winter storm dropped heavy snow across north Georgia, mainly north of a line from Rome to Toccoa. Anywhere from 3 to 6 inches of snow fell in this area, with 7 to 12 inches reported in the higher elevations of northeast Georgia. A state of emergency was declared for White County.
