A levee failed in Alliance, La., about 20 miles south of New Orleans, forcing Plaquemines Parish to urge residents to “evacuate the area immediately.”
The parish government said late Sunday that there had been a failure near Highway 23 in Alliance and that floodwaters were heading north on the highway toward a floodgate in Oakville.
