I have TD Ameritrade, used to be Scottrade until the merger happened. Now I think TD was recently bought out by someone else but I don't remember who lol.

I know Fidelity quit some of the volatility etf's after XIV lost 96% of it's value in 1 day.
I tried to buy some when it went below 440 and it said its restricted . Yes on Schwab
