Not to be necessarily political, but the United States is handling this virus horribly. We should’ve had enough testing kits when the first case in the U.S. was discovered...

So why could every other developed nation do it faster?And how do you propose that should have been accomplished? Developing an accurate test kit for a novel virus isn't done at the drop of a hat. The virus wasn't isolated until Jan. 7th and gene sequencing data - necessary for the development of diagnostic kits - wasn't publicly released by China until Jan. 12th (censorship by the Beijing government didn't help matters). CDC began developing kits soon after, but it was nearly impossible for them to have had a working kit developed and ready for distribution by the time the first case appeared in the US nine days later.
Payroll tax cuts being proposed by Trump are definitely a major contributor to the spike in Dow futures. We are already running a massive budget deficit so this will certainly not help, but desperate times call for desperate measures.
