The New York Times reported that the Ukrainian forces did use cluster munitions but they fired them at Russian Troops and no one was killed. Also, the Ukraine and Russia did not sign the treaty banning them. So the NYT did report on it but whoever it is that you cite took some liberties to say the least. I'm not a Zelensky worshipper and think he has been way too exalted but this is propaganda.Zelensky is a war criminal. He should be put on trial and face justice

The cluster bombs that the Ukrainian forces used against a village populated with civilians on their own territory are banned by countries around the world for their capacity to haphazardly kill innocent civilians, according to the Convention on Cluster Munitions. Almost 20% of these munitions fail to detonate on impact, and remain a threat to civilians long after hostilities end, killing and maiming them indiscriminately."
He's using a pro Russian site. When you own the country that owns the company that owns the oil, and when you are a communist/socialist dictaorship that can control the cost of wages and infrastructure, you can buy a long time doing just that ...How sustainable is that? They can't sell at a loss forever.
