The New York Times reported that the Ukrainian forces did use cluster munitions but they fired them at Russian Troops and no one was killed. Also, the Ukraine and Russia did not sign the treaty banning them. So the NYT did report on it but whoever it is that you cite took some liberties to say the least. I wonder if they are selling more because they are offering much discounted prices. Some countries might be stocking up. Or maybe reselling at a higher price to make money.
