Probably a bigger deal than you think. Although the verbiage is funny, it's likely setting the stage for the ICC to get involved on the basis of crimes against humanity, war crimes, crimes of aggression, etc. The ICJ is the official court of the UN, and the ICC receives case referrals from the UN. Both are HQ'd in the The Hague, The Netherlands.

Not sure but if the official court of the UN is now condemning the invasion, in a legal sense, you can bet money that they are setting the legal grounds to refer the case to the ICC who oversees war crime charges.

It is definitely a warning shot to Russian leaders and coconspirators.

Feels like a verbal slap on the wrist to me. Nobody in Russia is going to jail unless the court decides to invade Russia and extract some war criminals.
 
At this point, I tend to think that a lot of Russians soldiers were told to bomb everything. They are not bothering to put in the work to actually pick targets. Some of the military units seem coordinated while other military units (not coordinated) are told to shot at everything in the cities.
 
For as much as Russia seemed to be avoiding causing excessive civilian casualties early on, it looks like the gloves have come off and they’re gone full Grozny over the last week. Unfortunately, it’s the only way they know how to win…

If you're taking a Tweet at face value, then sure. However, nobody knows what tomorrow or the next day holds. Everything is going to depend on if/when/how this war escalates and ultimately, the outcome.

So while yes it is a verbal warning today, the implications can get very serious for anyone inside Russia's government who gives a damn about their future. It's just another domino, another piece of the foundation to ultimately hold Russia responsible for its actions.
