Charlie was a tiny storm that blew up to a cat 4 just before it hit land, therefore having a smaller influence and short time to crate waves. A storm of this size that already has generated the energy and has a larger wind field can do far more than a small one.It's crazy how a Cat 4 hurricane like Charley produced only 6 to 8 foot storm surge but a Cat 1 hurricane like Irene had 8 to 11 foot storm surge. I would never think that a Cat 1 would produce higher storm surge than a Cat 4.
