I mean he is saying they will get fully expedited approval....and he hangs that billion dollar qualifier on it. Why not just say the permit process for any company wanting to start or expand business in the US will see a expedited permit process.

I am sure there are better more efficient ways to do the permit procedures and I agree their is to much red tape. I also know that if you don't regulate what industries can and can't do with waste and pollution they will go the cheapest route possible.
