What scenario would even cause 3 to happen?

Tbh I bet it has something to do w/ the fact that the temps are so marginal in the model forecast fields that if they briefly rise above freezing between frames, the snow amount goes to zero before switching back to positive values.
 
I know this is the ICON, but here is where it has the Baja energy.

It needs to pick up the pace. Immediately. My guess is that it will move east too slowly. But we don't know what else might be lurking in the northern stream at that time, so we still have hope.

Here is my weenie response. 3 separate waves moving up the front creating dynamic cooling in their NW quadrant as the front progresses. 3 was not the only one that had that look, it was just the most dramatic. Do I buy it, no, but that is a way you could get there.

That’s is a perfect spot going into south Texas and northern Mexico. If up stream slows down this thing will speed up.

I agree, the trajectory is good. Unfortunately, those SW systems tend to lag back and just mosey along like they're out for a Sunday joy ride.
