That is because we have hills and elevation changes here. When cars travel over the smaller amounts of snow we get here, it compacts and creates ice. Very few have equipment and skill to be able to drive on hills packed in ice. This is why I-75 shut down the other day, and 285 again in 2014.In Georgia if there's 1 little patch of ice on the road they will close schools.
Southerners are terrible drivers even on snow covered level ground, but we get a slightly unfair rap for driving in frozen precip.
