I think when there's a snowpack and nights are consistently below freezing that makes it harder for it to melt.There's much more to snow stickage and melt than just SuN aNgLe
I looked it up on wunderground, and Charlotte's snow occurred between 1am and 9am, which would make it much easier for it to stick. Ok he said March 2017 so maybe he was thinking March 2018. I do notice the roads look wet. Its a lot harder to get road stickage in mid afternoon in March.
