We still arent testing enough though.

Bottom line is we have to test as many as we can, otherwise there is no real data to base reopening on.....if we don't test even those not presenting as sick and we reopen then we just have to go back into lockdown and SIP again when the second wave flares up....
 
Is it possible we are getting false positives?
At 98% you'd have to assume some false positives and/or whatever definition they're using for "asymptomatic" isn't great. On the other hand, if the average age is 20-something in that prison this might give some good insight into how it's affecting younger/healthy folks.

How do we know they won’t have symptoms later?

Since there is evidence sunlight makes it harder for the virus to be transmitted, shouldnt people be encouraged to leave their house as much as possible ?

No. What sense does that make? The virus doesnt evaporate in sunlight like a vampire. It still has a chance to transmit. Sure it may cut your chances but it isnt a zero % chance of catching it either.
