Oil companies are not going to spend all that money on new refineries. It would just cause the price of their product to go down by increasing supply and they have no interest in doing that. I think the last large refinery built in the US was back in the late 70's.

The problem I see is that oil companies don't want to pay for these refineries so none ever get started. Those companies raked in billions in profits the last 5 years but will wait until they're offered subsidies to build refineries that will help us with cheap gas..
